ARLINGTON, Va., Jan. 13, 2015 /PRNewswire/ -- Excella Consulting, an Arlington-based technology consulting firm specializing in Agile software development, business intelligence and program management, announced today the promotion of Zak Mahshie and Dave Neumann to Partner. Mahshie and Neumann join the executive team that includes Co-Founders Steve Cooper, Jeff Gallimore and Burton White. As partner Mahshie will serve as General Counsel and oversee operations. Neumann will lead Excella's Federal consulting practice.
This announcement follows a year of growth for Excella, who added new clients in the federal and commercial sector, welcomed two Certified Scrum Trainers (CST) to its Agile training business and began a significant office expansion. The Washington Business Journal also named Excella a "Best Place to Work" in 2014.

Mahshie brings over 15 years of information technology and legal expertise to the team. He joined Excella in 2007 as a consultant and in-house counsel before managing several operational functions. Prior to joining Excella he was a consultant at Idea Integration and an attorney with the Federal Election Commission. Mahshie holds a Bachelor's Degree in Computer Science from Boston College and a Juris Doctor from George Mason University.
Neumann has over 15 years of management experience delivering solutions for Federal agencies. He joined Excella as a consultant in 2005, and has led accounts at the Office of Personnel Management (OPM), the Department of Labor (DOL) and the Department of Homeland Security (DHS). Prior to joining Excella, Dave was a Business Systems Operations Manager at the National Aeronautics and Space Administration (NASA) and a Principal Consultant for IBM. He holds a Master's Degree in Management Information Systems from the University of Virginia.
