ECC Wins Guam Contractors Association (GCA) Excellence in Construction Award
BURLINGAME, Calif., Dec. 15, 2010 /PRNewswire/ -- ECC was recently awarded the 2010 GCA Excellence in Construction Award as a Project Category Winner in Environmental/Public Works for executing a $35 million time-critical remediation/civil construction project using indirect thermal treatment to treat contaminated soil at multiple sites throughout Guam.
ECC excavated and thermally treated more than 34,000 tons of PCB-contaminated soil at the Former Building 3009, a former Navy transformer maintenance shop on Naval Base Guam, and Navy electrical utility sites located throughout Guam for NAVFAC Pacific.
The GCA award recognizes ECC's ability to maximize local participation, to implement value engineering, to use innovative thermal treatment technology, and to overcome obstacles.
"We took a holistic approach when evaluating the best way to remove hazardous soils from Guam's communities," says ECC Project Manager, Mike Stout. "We proposed a technology that was innovative and effective under an accelerated timeframe. Use of our thermal unit over traditional methods proved not only effective, but saved over $8 million. This allowed the Navy to expedite additional cleanups at additional Navy sites."
ECC remediated five additional Navy electrical facilities and transmission line sites throughout Guam by teaming with local small businesses to execute 85 percent of the subcontracted dollars. "This was the first time indirect thermal treatment technology was used on Guam," added Mr. Stout. "ECC is fully committed to local participation, and therefore, trained and mentored on-island small businesses on use of the new technology, as needed."
During the project, ECC's Guam Operations were also honored with OSHA's VPP Star level designation for exceptional safety performance, making ECC the first and only OSHA VPP Contractor on Guam.
