HOLLYWOOD, Fla., April 30, 2013 /PRNewswire/ -- Continental Who's Who/- Dr. Frederick Bloetscher, Ph.D., P.E. is recognized by Continental Who's Who as a Pinnacle Professional in the Field of Utility Management as a result of his role as President of Public Utility Management and Planning Services, Inc., a company dedicated to Strategic and Capital Improvement Planning, with specific areas of work with Membranes, Wells and Injection Wells.
Dr. Bloetscher has 18 years of experience in local government operations, from Deputy Utility Director to City Manager. As a result he has firsthand knowledge of the "bigger picture" from which most local officials must operate. His experience as an employee and consultant to local public entities has maintained the viewpoint that local officials need useful, easily implemented, easily understood solutions that have long-term benefits. His experience also aides his work as an Associate Professor with Florida Atlantic University.
In his role as President of Public Utility Management and Planning Services, Inc., Dr. Bloetscher brings 15 years of efforts on coastal water quality issues, as well as experience with water and wastewater technology, environmental engineering, waste water disposal, and environmental engineering. He has worked extensively with estuarine systems with regard to nutrients and bacteria discharges from septic tanks, sewers, lawns and gardens, and agricultural runoff and been a part of initiating a team that worked with NOAA to develop the Florida Area Coastal Environmental Initiative. Additionally, Dr. Bloetscher has completed a series of strategic utility plans for the City of Hollywood, FL, Poinciana, FL, Golden Gate Utilities, FL, Southgate (Sarasota, FL), and Carrollwood (St. Petersburg, FL) for operation, planning and management of the utility as well as capital needs assessments.
Currently, Dr. Bloetscher works with other professionals as Trustee for AWWA's Water Resource Division, after serving as both Chair and Vice Chair. He is a member of AWWA's Groundwater Committee, Education Committee and former chair of its Education Committee. He currently chairs two subcommittees on education and served for three years as the South Florida Water Management District's Utility Advisory Committee Chair.
Dr. Bloetscher earned a Ph.D. in Civil Engineering from the University of Miami as well as a Master of Public Administration Degree from the University of North Carolina at Chapel Hill. He also holds a Bachelor of Science Degree in Civil Engineering from the University of Cincinnati.
