Dove And The CROWN Coalition Land A Second Major Victory In The Push To End Hair Discrimination With The Enactment Of The CROWN Act In The State Of New York

ENGLEWOOD CLIFFS, N.J., July 12, 2019 /PRNewswire/ -- Dove and the CROWN Coalition, a national alliance comprised of the National Urban League, Western Center on Law & Poverty, Color Of Change, and Dove, are excited to announce a major milestone in its efforts to bring an end to hair discrimination in the state of New York with CROWN Act NY A7797 being signed into law by Governor Andrew Cuomo on Friday, July 12, 2019.

"As a Black woman who prioritizes equity, and has worn my hair natural for 17 years, this bill is deeply personal for me. After recalling the action Congresswoman Marcia Fudge took during her tenure as Congressional Black Caucua Chair to confront new rules the army proposed to ban hairstyles that would disproportionately impact Black women, I decided I'd carry the CROWN Act in NY," said Assemblywoman Tremaine S. Wright. "I appreciate the work Senator Mitchell started in California through the introduction. I'm beyond proud that as of June 20th, the NYS Legislature had passed the bill in both houses." The CROWN Act will prohibit employers and schools from enforcing purportedly "race neutral" grooming policies restricting natural hair styles and will take effect immediately.
Additionally, while anti-discrimination laws presently protect the choice to wear an Afro, Afros are not the only natural presentation of Black hair. Assembly Bill A7797 introduced by Assemblywoman Wright and Senator Bailey prohibits race discrimination based on natural hair or hairstyles, which defines "race" for certain specific purposes to include, but not be limited to, ancestry, color, ethnic group identification, and ethnic background, and to include traits historically associated with race, including but not limited to, hair texture and protective hairstyles; and defines "protective hairstyles" to include, but not be limited to, such hairstyles as braids, locks, and twists.
Unfortunately, this issue is not confined to state lines. A recent national study by Dove1 reveals Black women are 80 percent more likely to change their natural hair to meet social norms or expectations at work. Moreover, Black women are 1.5 times more likely to have reported being sent home or know of a Black woman sent home from the workplace because of her hair. It is critical to address this prevalent and unjust societal bias, and it is the ambition of the CROWN Coalition to put an end to race-based hair discrimination by continuing to extend this initiative across the country.
