"CTIA applauds NARUC's leadership on this critical issue as they clearly recognize how traffic pumping schemes waste the resources of both providers and state policymakers.
"Traffic pumping occurs when some local exchange carriers engage in arrangements that result in large increases in one-way terminating traffic to collect exorbitant termination rates. These arrangements, which arbitrage high access rates and surrounding regulatory uncertainty, negatively impact consumers by increasing termination costs without corresponding network investment.
