WASHINGTON, May 30, 2012 /PRNewswire-USNewswire/ -- After the FCC announced Wireless Telecommunications Bureau Chief Rick Kaplan would be stepping down and Ruth Milkman will succeed him, CTIA-The Wireless Association Vice President of Regulatory Affairs Chris Guttman-McCabe said:
