CTIA-The Wireless Association® Announces Two Senior Leadership Promotions
WASHINGTON, June 18, 2013 /PRNewswire-USNewswire/ -- CTIA-The Wireless Association® announced Vice President of Regulatory Affairs Chris Guttman-McCabe has been promoted to Executive Vice President, and replaces Bobby Franklin, who was selected as the new President and CEO of the National Venture Capital Association. Scott Bergmann, Assistant Vice President of Regulatory Affairs, will succeed Guttman-McCabe as Vice President of the department. The promotions will be effective July 15, 2013 to facilitate a timely and smooth transition.

As the new Executive Vice President, Guttman-McCabe will work closely with CTIA President and CEO Steve Largent, its board of directors and its policy departments to help ensure the association continues to advance the goals of the wireless industry and its members, to the ultimate benefit of America's wireless consumers. He will also be integral in managing the association's overall operations.

Guttman-McCabe has been Vice President for Regulatory Affairs since September 2005. He has been at CTIA since 2001, where he worked on a wide range of issues involving spectrum, regulatory mandates and homeland security.
Prior to joining CTIA, Guttman-McCabe worked as an attorney for four years at the D.C. based law firm Wiley Rein & Fielding LLP. He started his career as a management and strategic consultant to the steel industry at AUS Consultants and later co-founded Jacobson & Associates, a metals industry management and strategic consulting firm, where he was the Vice President.
Guttman-McCabe received his B.A. degree in economics from Swarthmore College and his J.D. Magna Cum Laude from Catholic University with a certificate from the Institute for Communications Law Studies.
In his new role, Bergmann will be responsible for coordinating the association's regulatory policy advocacy. Bergmann has been at CTIA since April 2009, when he joined as Assistant Vice President.
Bergmann previously served as Senior Legal Advisor in the Office of FCC Commissioner Jonathan Adelstein. Prior to his service in Commissioner Adelstein's office, Bergmann served as Legal Counsel to the Bureau Chief and then Deputy Chief of Policy for the Commission's Wireline Competition Bureau. Bergmann began his tenure at the Commission as an Attorney-Advisor with the Industry Analysis Division in the Common Carrier Bureau.
Bergmann holds a Bachelor of Arts from Duke University and a Juris Doctor from the University of Southern California Law Center.
