Collectively, these new team members provide diverse areas of expertise within the fields of supply chain security and border management, acquired from decades experience in both the public and private sectors.
As former U.S. Customs and Border Protection (CBP) officials, Kathleen Conway, Noel Sanchez, and Joe Uribe offer extensive knowledge in various areas to include: land border security, air passenger processing, international trade policy and operations, Authorized Economic Operator (AEO) programs, immigration operations, congressional affairs, foreign customs partnerships, and agriculture processing. Through his experience at the U.S. Transportation Security Administration (TSA) and in leadership roles with private supply chain management companies, Charles Morton provides CT Strategies with expertise in security across all modes of transportation as well as global trade management logistics.
Mr. Morton most recently served as Vice President and Area Security Manager for North America at Panalpina Inc., one of the world's largest supply chain and freight forwarding companies. He also led Panalpina's participation in major CBP and TSA industry partnership programs. During his government service, Mr. Morton served TSA as Director of the HAZMAT Threat Assessment Program and as Branch Chief for Highway Cargo Security.
Having served as the U.S. CBP Attaché to the European Union and the World Customs Organization (WCO), Ms. Kathleen Conway offers unique expertise managing multilateral trade coordination operations. As the former Director of Preclearance Operations for CBP, she managed passenger operations in fifteen preclearance locations in five countries. Previously, she served CBP as Director of Interdiction and Security. Most recently, Ms. Conway served as the Operational Liaison for Congressional Affairs at CBP, addressing congressional matters and legislative initiatives related to border security and trade.
Mr. Noel Sanchez brings decades of experience in leadership roles at various ports in South Texas, including the Port of Laredo, the United States' largest commercial land border crossing. In Laredo, he most recently served as Assistant Director for Border Security. He also served as Deputy Commander of the 'South Texas Campaign' where he was responsible for coordinating operations with the government of Mexico in degrading Transnational Criminal Organizations.
Mr. Joe Uribe also served with distinction in Laredo for several years, leading critical mission areas of trade facilitation and border security, most recently as Assistant Port Director. Through his experience as CBP's Chief Agriculture Specialist in Laredo, he provides CT Strategies with critical expertise in agriculture processing. Prior to the formation of CBP, Mr. Uribe served in the U.S. Department of Agriculture (USDA) for 24 years, including as a representative for USDA to foreign governments.
