CNSI To Develop First Medicaid System On Cloud In Partnership With Michigan And Illinois
GAITHERSBURG, Md., Aug. 5, 2013 /PRNewswire/ -- CNSI, today announced a partnership with Michigan and Illinois to embark on developing a new platform that employs 21st Century technology to reduce costs in the Medicaid industry, a first in the nation. The partnership will develop and implement a completely automated real-time and cloud enabled Medicaid Management Information System (MMIS), referred to as Medicaid as a Service (MaaS). This cloud solution will leverage efficiency and create savings for both states and the federal government. This cutting-edge technological partnership provides opportunities for states to share knowledge and resources and to efficiently implement federally mandated operating rules and compliance standards. Some of the benefits that will be realized through this partnership include:
- National best practice for MMIS cloud implementation
- Formulation of a multi-state governance model
- Initial cost benefit analysis indicate that Illinois could reduce its overall implementation cost by 40%, while CMS would realize approximately a 50% cost reduction in its federal matching funding contribution
- Initial cost benefit analysis indicate that over a five-year period, Illinois could reduce its overall operational cost by 40%, while Michigan would realize a 20% cost reduction in its operation, and CMS would realize approximately a 40% cost reduction in its federal matching funding contribution
- With the introduction of new states to the cloud model, further cost reductions would be realized

The platform that will be utilized to migrate to the cloud-based solution is the Michigan MMIS which was developed by CNSI and known as CHAMPS, a federally certified system by the Centers for Medicare and Medicaid Services (CMS). Illinois kicked off the project on July 23, 2013, while Michigan officially kicked off on Thursday, August 1, 2013 in Lansing. The kickoff was attended by more than 150 people, including the state of Michigan's Chief Information Officer (CIO) and Directors from Department of Community Health (DCH) and Department of Technology, Management, and Budget (DTMB).
