CMS Cites Sandata Technologies as a Resource for EVV Models
PORT WASHINGTON, N.Y., Sept. 18, 2017 /PRNewswire/ -- Sandata Technologies, LLC, a leader in Electronic Visit Verification (EVV) solutions, has been cited by the Centers for Medicare and Medicaid (CMS) as an industry resource for Electronic Visit Verification models at the recent National Home and Community Based Services Conference on August 31, 2017. During the conference, the CMS presentation provided attendees with information about the new requirements for Electronic Visit Verification included in the 21st Century Cures Act. One of the references included in the presentation was a link to an industry white paper published by Sandata that accurately describes the EVV models that have been deployed, and the relative impact each model has on Medicaid constituents.
The presentation is titled CMS Track: Electronic Visit Verification (EVV) Requirements in the 21st Century Cures Act, and is available online.1
According to CMS, the Cures Act is designed to improve the quality of care provided to individuals through further research, enhanced quality control, and strengthened mental health parity. Section 12006 of the Act requires states to implement an EVV system for Personal Care Services (PCS) and Home Health Care Services (HHCS). All state Medicaid PCS and HHCS are required to comply with the Act's requirements by January 1, 2019 (PCS) or January 1, 2023 (HHCS).
The Act includes "Federal Match" of state costs as follows:
- 90% Federal Match for costs related to the design development and installation of EVV.
- 75% Federal Match for costs related to the operation and maintenance of the system, routine system updates, customer service, etc.
- 50% Federal Match for administrative activities deemed necessary for the efficient administration of the EVV and education and outreach for state staff, individuals and their families.
States planning to request funding for the development and implementation of EVV must prepare and submit an Advanced Planning Document (APD) for approval.
CMS summarized the presentation by noting "EVV strengthens state's HCBS waiver applications as a mechanism of ensuring financial accountability of the program, including reduction in unauthorized services, improvement in quality of services to individuals, and reduction in fraud, waste and abuse.1"
