The Ministry of Civil Affairs (MCA) recently released the report, "2015 Annual Report of Social Service Development", which said that there were 222 million people aged 60 or above in China at the end of 2015, accounting for 16.1% of the total population. MCA has also unveiled the "13th Five-year Plan for Civil Affairs" together with National Development and Reform Commission (NDRC) to cope with the severe ageing situation and promote the senior care industry in China. The plan set the target of 35-40 bed availability at senior care homes per 1,000 elderly people nationwide at the end of 2020.
During the MCA's third quarter press conference, the agency announced that China will set up new system combining medical and senior care, especially for disabled elderly, and open up the senior service sector, promote supply-side reforms and continue to optimize the environment for the industry.
MCA and the Ministry of Finance (MOF) also jointly released "the Notice on Pilot Projects of In-Home and Community Care Service Funded by the Central Budget" (the NOTICE). With these new policies and market opportunities, different types of enterprises, not only traditional care operators but also real estate developers, finance and insurance companies, as well as home care service providers, are entering into the senior service sector, which is booming in China.
