"Cheryl brings to Deloitte a solid combination of functional knowledge and experience with a diverse background in health policy, strategic management, policy design and administration," said Patrick Howard, principal, Deloitte Consulting LLP and state health care practice leader. "Her strengths complement our practice capabilities and will enhance the industry insights we offer our clients, while elevating our position in the marketplace."
Smith joins Deloitte from Leavitt Partners, where she was a director guiding the firm's health insurance exchange practice. She previously served in the Utah Governor's Office of Economic Development as the director of policy and strategy of the Utah Health Exchange, one of only two state health insurance exchanges already in operation.
Smith's preeminence in her field has made her a popular speaker on the topic of health insurance exchanges at national conferences sponsored by the National Conference of State Legislatures (NCSL), the Republican Governors Association (RGA), the National Conference of Insurance Legislators (NCOIL), and America's Health Insurance Plans (AHIP).
"Even with new legislation and monumental shifts in government and health care over the past few years, we are just beginning to feel the sweeping change that comes with health reform," said Smith. "Stakeholders from government and the private sector – including government agencies, insurers, providers and employers – are collectively heading down a path that is still taking shape. I am excited to be part of Deloitte's team working with state government clients to help them navigate the complexities of this environment and position states for the future."
Deloitte has developed government health and human services systems for more than 40 years, and is currently working in more than 20 states to develop integrated eligibility systems and health insurance exchanges. Deloitte's award-winning technology innovation in state government has been recognized by Computerworld, The Center for Digital Government, The Richmond Technology Council, the Council of State Governments, the National Association of State CIOs, and the American Public Human Services Association.
