WASHINGTON, Nov. 16, 2010 /PRNewswire/ -- A Private Transfer Fee is often a legally binding obligation to commit to pay 1% of the sales price of a residence at the time of sale to a dedicated fund. The fees are used to pay for a range of services including co-op fees, homeowner association fees and fees to reimburse a developer for infrastructure costs.
The Federal Housing Finance Authority has proposed a rule to ban private transfer fees.
