Carrie Wicker, Former General Counsel for the Mass. Executive Office of Health and Human Services, Rejoins Foley Hoag
BOSTON, Feb. 18, 2015 /PRNewswire/ -- Carrie Wicker, former general counsel for the Massachusetts Executive Office of Health and Human Services (EOHHS), has returned to Foley Hoag LLP as a member of its Government Strategies and Health Care Regulatory practice groups. Wicker will continue to grow the firm's Health Care Regulatory practice, with special emphasis on state health care issues.
Wicker worked as a litigator at the firm before leaving in 2010 to take a position as deputy legal counsel for former Massachusetts Governor Deval L. Patrick. While in the Governor's Legal Office, she focused on health care and labor issues and provided counsel to the governor and his senior staff on proposed legislation and regulations, audits and investigations.
Wicker became general counsel for the EOHHS in 2013. In that capacity, she supervised the legal affairs of the largest secretariat in the Commonwealth of Massachusetts. EOHHS contains 22,000 employees, 13 agencies (including the Office of Medicaid the Department of Public Health) and has an annual budget of $19 billion.
During her tenure, the Massachusetts legislature enacted the state's landmark health care cost control and transparency legislation. Wicker had a key role in overseeing the implementation of that law for the Patrick Administration.
