As a seasoned chief executive with more than 35 years in the financial services industry, Paul offers extensive expertise in business, clearing and the regulatory aspects of the capital markets. He is an accomplished compliance and risk management leader in private, public and international sectors.

Paul previously worked at Merrill Lynch, where he served as First Vice-President, Head of Global Markets and Investment Banking Compliance. He led their regulatory and institutional compliance functions, while supporting Merrill's move to become the first big five broker-dealer to achieve the regulatory status of Consolidated Supervisory Enterprise.
Paul also spent 17 years with Jefferies & Company. There, he held roles as Chief Administrative Officer of Jefferies International in London, England, Director of Compliance and Risk Management, and Co-Chairman and Chief Executive Officer of Jefferies Execution Services. Prior to Jefferies, he served as Chief Operating Officer at Great Western Financial Securities.
Paul began his career at a hedge fund, followed by positions as an institutional equity trader. He was then with the SEC in Washington, DC for seven years in the Division of Enforcement, where he directed investigations into insider trading, stock market manipulation, broker-dealer misconduct and financial fraud.
Paul earned a Bachelor of Science in Economics from the University of Denver. He has held the series 3, 4, 7, 8, 14, 27 and 63 securities licenses.
