Capital BlueCross bolsters leadership with new senior vice president of Government Programs

HARRISBURG, Pa., June 16, 2015 /PRNewswire/ -- Bolstering its leadership to grow its government business lines, Capital BlueCross today announced the appointment of Debbie Rittenour, previously with Florida Blue, as senior vice president of Government Programs.

Reporting to St. Hilaire, Rittenour will lead Capital BlueCross' participation and growth in government programs including Medicare, the federal Health Insurance Marketplace and the Children's Health Insurance Program.

Rittenour previously was vice president of Government Markets at Florida Blue, an independent licensee of the BlueCross BlueShield Association with more than four million members, representing a 30 percent share of Florida's health insurance market. She has more than 25 years of experience, mostly leading Medicare and Medicaid programs.

Rittenour holds a masters in business administration and a bachelors in business from Robert Morris University. She has participated in executive leadership and negotiation programs at Harvard University, and completed the BlueCross BlueShield Association Executive Training Leadership Program at Duke University.
