KANSAS CITY, Mo., July 30, 2018 /PRNewswire/ -- The Naval Facilities Engineering Command (NAVFAC) Northwest awarded Burns & McDonnell a $40 million indefinite delivery indefinite quantity (IDIQ) Architecture-Engineering (AE) contract. The firm will provide AE services for petroleum, oil and lubricants and fuel tank improvements at Naval Base Kitsap in Manchester, Washington, the host command for the Navy's fleet throughout the Pacific Northwest.
Funded by the Defense Logistics Agency, the scope for the program includes the design of six new, above-ground storage tanks that will be environmentally compliant. The tanks will replace 40 existing underground tanks, from the World War II era, that store 75 million gallons of fuel.
"We are honored to be a part of this project that is so important to the NAVFAC Northwest and the region surrounding Manchester," says Dave Barr, vice president and leader of the firm's Federal Group. "The improvements will allow the facilities to better meet the Navy's fuel logistics requirements in a more cost-effective and environmentally friendly manner. It will also minimize maintenance-related outages, thus increasing availability to support critical missions."
This is the second largest federal fueling project in the U.S. The largest federal fueling project was also designed by Burns & McDonnell at Point Loma NAVSUP FLC San Diego, where eight new storage tanks occupy a smaller site than the tanks they replaced, while maintaining a storage capacity of 1 million barrels.
All the contract work will be performed at government facilities within NAVFAC Northwest's area of responsibility, including the Naval Supply Systems Command Fleet Logistics Center, Puget Sound and Manchester Fuel Department. The Manchester Fuel Department averages a yearly throughput of 2.3 million barrels of fuel to its customers, which include Air Force, Army, Department of Homeland Security and Coast Guard.
Burns & McDonnell is the only company awarded the eight-year contract, which is the largest, single AE IDIQ for the firm's Federal Fueling Group to date. Completion is expected by June 2026.
