Brattle Group Economists To Serve As Independent Sale Manager For RFP Process For Northern Illinois Municipal Power Agency
CAMBRIDGE, Mass., Oct. 16, 2012 /PRNewswire/ -- Economists at The Brattle Group announced today that they will serve as the Independent Sale Manager (ISM) for the Northern Illinois Municipal Power Agency's (NIMPA) Request for Proposals (RFP). NIMPA currently holds an undivided 7.6% (120 MW) ownership interest in the Prairie State Energy Campus (PSEC), a 1,582 MW new supercritical coal-fired power plant located in southern Illinois. NIMPA allocates a percentage entitlement of energy, capacity, and ancillary services from PSEC (Entitlement Share) to each of its three members under a power sales agreement.
One of these members, the City of Batavia, is seeking to sell a portion of the power it receives as part of the Prairie State project. Specifically, Batavia is seeking counterparties interested in:
(1) entering into a Unit Purchase Agreement (UPA) to purchase the rights to a portion of Batavia's Entitlement Share, and/or
(2) executing a Power Purchase Agreement (PPA) to purchase a fixed quantity of around-the-clock energy and capacity.
PSEC is one of the newest coal-fired plants in the United States, and uses state-of-the-art coal generation technology with efficient supercritical steam generators. PSEC is equipped with technologically advanced pollution controls that bring the plant in compliance with all of the existing environmental regulations including the EPA's recently finalized Mercury and Air Toxics Standards (MATS) rule. PSEC is adjacent to a dedicated coal mine that provides a long-term supply of low-cost fuel to the plant. In addition, the plant's owners have transmission rights that allow for the sale of energy and capacity from the plant into either the PJM or MISO regions.
