Blue Shield of California CIO Joins CTO Forum's CIO Council Advisory Board
SAN FRANCISCO, Feb. 10 /PRNewswire/ -- The CTO Forum today announced that Blue Shield of California's senior vice president and chief information officer, Elinor MacKinnon, has been appointed to its CIO Council Advisory Board. The CIO Council brings together senior information technology executives from leading organizations to foster discussion and collaboration regarding the advancement of technology and innovation within organizations.

MacKinnon joined Blue Shield of California in 2004 and has responsibility for all areas of the technology business, including eCommerce, Electronic Data Interchange, portfolio management, and operations. Prior to Blue Shield, MacKinnon held senior management posts at Chiron Corporation (now Novartis) and Charles Schwab. She has also chaired many large regulatory compliance efforts including T+3, Decimalization, 5010 and ICD-10, and sits on the Strategic Advisory Council for TriCipher, Mokafive and the Advisory Board of the Fisher Center for the Management of Information Technology.
