ARLINGTON, Va., Dec. 9, 2014 /PRNewswire-USNewswire/ -- Bloomberg BNA today announced that R. Bruce Johnson, the former Chair of the Utah State Tax Commission and former chair of the Multistate Tax Commission, is the recipient of the 2014 Franklin C. Latcham Award for Distinguished Service in State and Local Taxation. The award was presented to Bruce at a ceremony on December 8 in New York.
The Latcham Award, given annually to a distinguished state tax practitioner, is named for Franklin C. Latcham, the first Chairman of Bloomberg BNA's State and Local Tax Advisory Board.
"Bruce has exemplified what all citizens should hope to find in our government officials by being open and accessible, intelligent and thoughtful, always trying to do the right thing, treating issues and people with respect, and seeing both sides of every controversial topic," said Arthur Rosen, the Chairman of Bloomberg BNA's State Tax Advisory Board and a Partner at McDermott, Will & Emery LLP.
Bruce served on the Utah State Tax Commission for 16 years and four years as its Chair. As Chair, Bruce administered and supervised all of the tax laws of the state, including property tax, income tax, franchise tax, sales tax and all miscellaneous taxes. He has frequently written on state and local tax issues and has testified before various legislative committees, including the President's Advisory Panel on Federal Tax Reform. He is regarded as a pioneer in the field of multistate taxation. He was the founding national co-chair of the Streamlined Sales Tax Implementing States, an organization of over 40 states that works with taxpayers to simplify state and local sales tax compliance.
Bruce has served as President of the Federation of Tax Administrators, Board Member of the National Tax Association, and Chair of the American Bar Association Tax Committee on State and Local Taxes. He was named Distinguished Tax Practitioner of the Year by the Tax Section of the Utah Bar and received an Outstanding Trial Attorney Award from the Department of Justice. He is also a recipient of the Wade Anderson medal for leadership in interstate tax cooperation.
