SAN DIEGO, Jan. 31, 2017 /PRNewswire/ -- Biocom, the association representing the California life science industry, today announced the promotion of Jimmy Jackson to chief policy officer and of Rick Fultz to chief business development officer. These promotions reflect Biocom's recent growth in becoming a state-wide association, as the organization must expand its influence at the government and business levels accordingly.

In Mr. Jackson's role as chief policy officer, he oversees Biocom's government affairs, policy development and policy-related programming, wherein he also directly manages Biocom's Sacramento portfolio. Mr. Jackson also concurrently serves as senior vice president of Biocom. In his nearly three decades of government experience within the San Diego and larger California regions, Mr. Jackson has established key, enduring relationships with many local and statewide policymakers. Prior to his role at Biocom, Mr. Jackson served as the chief of staff for now-retired California State Senator Dede Alpert, and he has served as staff to the California Legislature for a total of 14 years. While in these positions, Mr. Jackson was responsible for several bills becoming law, and he has extensive experience in compromise language negotiations for various legislations. Also an active member of the San Diego community, Mr. Jackson is a past winner of the Cabrillo Award, a volunteer for the American Red Cross and has served as chair of the board of the Children's PKU Network as well as the Crime Victims Fund.
As chief business development officer, Mr. Fultz leads Biocom's membership, sponsorship and fundraising efforts, growth and partnering initiatives and overall business development. Mr. Fultz concurrently serves as managing director of Biocom's purchasing group, and he is responsible for leading the internal purchasing group team, which is responsible for contract administration, member education and business development for the entirety of the purchasing group. Recently, Mr. Fultz has spearheaded successful partnerships with the County of Los Angeles, Advamed, the Craft Sourcing Collective and Thermo Fisher Scientific, and he is actively trailblazing for Biocom in the Bay Area and wherever Biocom's members reside. Prior to his positions at Biocom, Mr. Fultz acted as executive director for a non-profit organization in San Diego, and he has led sales and development efforts at both for-profit and other non-profit organizations. Mr. Fultz received his master's degree in public policy from New England College as well as his bachelor's degree in economics from the University of Delaware.
