Big Sky Associates Wins U.S. Army Homeland Security Contract
WASHINGTON, Dec. 11, 2012 /PRNewswire/ -- Big Sky Associates will help the U.S. Army implement a presidential directive to develop better security measures for new and existing personnel.
Commissioned by the Assistant Secretary of the Army for Manpower and Reserve Affairs, the work includes strategic planning to meet Homeland Security Presidential Directive-12. The mandate requires the Army to develop a common standard to vet all personnel to protect against terrorist attacks and unknown threats from within the military. The policy also seeks to prevent identity fraud and protect secure facilities from unauthorized access.
"This process will provide better security by giving the Army a consistent and comprehensive framework to evaluate and identify its personnel," said Big Sky Associates Co-founder and Managing Partner John Dillard. "As with any large organization, it can be difficult to determine the motives and agendas of everyone in service. With this important project, Big Sky can help the Army prevent its own personnel from working against the government."
Under the contract, Big Sky will manage the Army's implementation of the directive, develop methods to measure its progress to compliance and facilitate decision analysis techniques to work through the process. Big Sky will also design a framework to allow the Assistant Secretary of the Army for Manpower and Reserve Affairs' office to provide comprehensive oversight of the effort.
Big Sky is working as a subcontractor through prime contractor CSC of Falls Church, Va., under ITES-2, a bundled contract vehicle with a $20 billion ceiling and nine-year performance period. ITES-2 is the follow-on to the Army's Information Technology Enterprise Solutions vehicle.
Big Sky has offices in Charlotte, N.C., Washington, Atlanta and Knoxville, Tenn.
