As Federal Program Director, Flowers will be influential in developing the long-term strategy and near-term focus of ARCADIS' federal program, which has expanded in recent months due to the company's July 2009 merger with Malcolm Pirnie. He will work alongside Wassim Selman, current Federal Program Director for ARCADIS, and Harry Kleiser, Federal Client Service Director at Malcolm Pirnie, to drive service synergies while fostering and growing each company's respective relationships with federal entities.
"The experience that Lt. Gen. Flowers adds to our federal program brings ARCADIS to a new level in the federal sector," said Steve Blake, Chairman and CEO of ARCADIS U.S. "With his clear understanding of the federal programming process and the needs of federal clients, Lt. Gen. Flowers will have a major impact on expanding the combined federal programs of ARCADIS and Malcolm Pirnie into a single, focused effort."
Following an extensive, 35-year military career as an Engineering Officer in the U.S. Army, Flowers served from 2000-2004 as Chief of Engineers and Commanding General of USACE, the world's largest public engineering, design and construction management agency. In that capacity, he led 37,000 personnel in managing and executing engineering, construction and real estate programs for the U.S. Army, Air Force and other federal agencies and foreign governments. Flowers also worked closely with the State Department and country teams to aid developing countries in building infrastructure and developing water resources. Most recently, Flowers directed significant programs in the private sector for a variety of large federal service providers.
