NEW YORK, Dec. 12, 2012 /PRNewswire/ -- APTelecom, a facilities-based telecom consulting and service company specializing in emerging markets, today announced that Jean Devos and Paul McCann have been appointed to its executive advisory board.
Mr. Devos was one of the founders and a board member of Axiom SA, a Paris-based company specializing in submarine systems projects study and management (2000-2010). Since 2010 he has advised Aqest.
Prior to this, Mr. Devos spent three years (1997-2000) with Tyco Telecom, developing Tyco's international capabilities. From 1977 to 1997, Mr. Devos was the General Manager of Alcatel Submarcom, then Alcatel Submarine Networks (ASN). Under his leadership, ASN moved from a small regional player, to become a truly global supplier.

Mr. Devos was born in 1938 and is graduated from the Lille University (physics and electronics). He is the founder of SubOptic and considered to be the grandfather of the submarine cable industry.
Mr. McCann has 40 years network planning and development experience in both international and domestic telecommunications arenas. His specialties include both wire line and wireless connectivity supporting global data services.
Prior to his recent return to consulting, Mr. McCann spent over eight years with Verizon in Asia Pacific, driving the growth of Verizon's network across Asia by developing and implementing plans delivering major operational cost reductions, improved service performance and multi-million dollar cost savings. Mr. McCann is now Managing Director of his own consulting business, McCann Consulting. He brings a wealth of knowledge and experience in many areas of both domestic and international network planning and development. Mr. McCann is well known for his personable nature, his rapport with customers and his ability to deliver on time. He is currently Secretary and Member of the Board of Governors of the Pacific Telecommunications Council, the regional industry body.
"We are pleased that both Jean and Paul have decided to grow our advisory board and contribute their broad based knowledge to the management team as we enter 2013," said Sandy Weiss, CEO and Managing Director of private equity firm Milner Weiss, and existing APTelecom advisory board member and investor.
