Ald. Berny Stone Proposes Groundbreaking Auditor General for Chicago
Creates Taxpayer's Watchdog on City Finances and Operations
CHICAGO, Feb. 9, 2011 /PRNewswire/ -- Alderman Bernard L. Stone today introduced a groundbreaking taxpayer watchdog proposal to create an independent Auditor General for the City of Chicago, modeled after the highly respected Illinois Auditor General, to fight fraud, waste and mismanagement in the operation of city government.
"Chicago taxpayers deserve to have an independent watchdog who will ensure that their tax monies are spent properly and efficiently," Stone said. "More importantly, the Auditor General will be expected to identify problem areas in government operations and make recommendations for change. The Auditor General will become the eyes and ears of the Chicago taxpayer."
Under the Stone proposal, the Auditor General will be appointed to a five year term by the City Treasurer with the advice and consent of the City Council. The City Council Committee on Budget and Government Operations, which is responsible for appropriating funds for city operations, will conduct public hearings on all audit reports. Specific audits may be requested by either the City Treasurer or Budget Committee. The Stone proposal also calls for city agencies to undergo a performance audit at least once every four years.
Among the audits expected to be conducted by the Chicago Auditor General are financial, performance, compliance and inventory of all property, equipment and supplies owned and maintained by the City of Chicago.
"One major concern to me," said Alderman Stone, "is that I don't think anyone can tell you exactly what we own and where it is located. The taxpayers deserve to know whether we are keeping track and making sure city property paid for with their taxes is not lost, stolen or simply forgotten."
The ordinance proposed by Stone also contains strong conflict of interest language for the Auditor General and a prohibition against political activity.
Stone explained, "I want an Auditor General whose sole focus is making sure government operates efficiently and effectively; an Auditor General who is free from outside influences and one who is not running for office."
Stone said he would request public hearings by the Committee on Budget and Government Operations to gather public input on his proposal. Further, Stone invited civic, business and other community leaders to contact his office with any suggestions for improvement of his proposal.
"At the end of the day, all city officials and employees work for the taxpayers," Stone said. "And taxpayers deserve to know if there are getting the most for their money. An Auditor General will make sure of it."
