With nearly 30 years of experience in the labor movement, Borer brings his expansive knowledge of labor law, contract negotiations, arbitration, and union organizing to AFGE's accomplished and respected legal team. Borer earned his B.S. in political science at the University of Toledo in 1977 and his JD degree in law from The Ohio State University Michael E. Moritz College of Law in 1981. His education, legal expertise and leadership abilities will undoubtedly assist AFGE's legal department in its continuing efforts to provide quality legal representation to its members.
"I plan to lead the General Counsel's Office with an eye toward ensuring that we're providing the very best representation," said Borer. "We will fight aggressively, and with creativity, to assert and protect the rights of AFGE members." As General Counsel, Borer will lead and direct the union's legal programs and provide strategic and policy advice to the elected leaders of the union.
Before joining AFGE, Borer was the Executive Director/Treasurer of the Massachusetts Teachers Association, the largest union in the Commonwealth of Massachusetts representing more than 100,000 teachers and educators in hundreds of locals across the state. He also served 20 years as the General Counsel for the Association of Flight Attendants. During his time at AFA, Borer was instrumental in the development and implementation of the union's trademarked CHAOS™ strategy, a legal, strike and communications strategy that resulted in increased bargaining leverage for airline workers.
"AFGE is proud to welcome General Counsel Borer as the head of its legal department and is excited about this new chapter in AFGE's fight to protect and defend federal and D.C. government employees," said AFGE National President John Gage.
The American Federation of Government Employees (AFGE) is the largest federal employee union, representing 600,000 workers in the federal government and the government of the District of Columbia.
