AFCEA established the David Sarnoff Award, its highest honor, to recognize individuals who have made lasting and significant contributions to global peace and security. Each recipient in his unique way has demonstrated a sustained and personal commitment to information-sharing collaboration across traditional and non-traditional boundaries.
As the founding father of the Armed Forces Communications and Electronics Association – AFCEA as it is known today – Sarnoff established the Association's legacy of communication, dialogue, and an open and ethical information exchange between the Public and Private Sectors. These principles remain the pillars of AFCEA International today.
"Director Clapper has had incredible career in intelligence and national security," said Kent Schneider, the President and CEO of AFCEA International. "Our awards committee was unanimous in the choice of Director Clapper in spite of some impressive competition. He has done it all."
Director Clapper has served as Assistant Chief of Staff for Intelligence at U.S. Air Force Headquarters during Operations Desert Shield/Desert Storm and Director of Intelligence for three war-fighting commands: U.S. Forces Korea, Pacific Command, and Strategic Air Command. Of his 32 years in uniform he also served two combat tours during the Southeast Asia conflict and flew 73 combat support missions in EC-47s over Laos and Cambodia. He retired from the U.S. Armed Forces in 1995 and transitioned to industry for six years as an executive in three successive companies, maintaining a focus in the Intelligence Community. He also served as a consultant and advisor to Congress and to the Departments of Defense and Energy, and as a member of a wide variety of government panels, boards, commissions, and advisory groups. He was a member of the Downing Assessment Task Force that investigated the Khobar Towers bombing in 1996, and was vice chairman of a commission chaired by former Governor Jim Gilmore of Virginia on the subject of homeland security. He served as Director for five years, transforming it into the National Geospatial-Intelligence Agency (NGA) as it is today.
