Abt Wins New Projects to Evaluate, Support Pay for Success Programs
BETHESDA, Md., Oct. 22, 2014 /PRNewswire/ -- Pay for success programs are innovative funding models that allow private investors to fund social and health interventions in partnership with federal, state, and local governments to yield a return on investment for private investors and yield stronger outcomes and results for the public sector. To help governments better understand this emerging model of social finance, Abt Associates is evaluating the Corporation for National and Community Service's Pay for Success (PFS) Grant Program, and in partnership with Third Sector Capital Partners, Inc. providing technical assistance to local and state governments looking to develop pay-for-success projects.
The PFS Grant Program funds technical assistance and deal structuring activities for financing social services in the areas of youth development, economic opportunity, and healthy futures. Under a one-year contract, Abt will evaluate the effectiveness of PFS grantees in completing activities and developing partnerships; describe the effects of the PFS Grant Program; and distill the lessons that can be learned from the program.

In addition, Abt will serve as a subcontractor to Third Sector Capital Partners, Inc., one of eight grantees funded by CNCS under the Social Innovation Fund Pay for Success Grants Competition. Under the three-year project, Abt will work with Third Sector Capital Partners to provide technical assistance to local and state governments pursuing pay for success programs.
