FRESNO, Calif., Jan. 23, 2012 /PRNewswire/ -- Providence is pleased to announce expansion of its air quality consulting services into California. Scott Nester, a 24-year veteran in the California air quality arena, will lead this effort. Prior to joining Providence in late 2011, Scott helped launch and manage the San Joaquin Valley Air Pollution Control District (SJVAPCD) where his leadership and technical background were focused on developing policy and science solutions for the eight-county San Joaquin Valley region, which has one of the country's most perplexing air pollution challenges. As Planning Director for SJVAPCD, Scott was responsible for the development of State Implementation Plans for ozone and fine particulate matter, and he was instrumental in the creation and growth of SJVAPCD's highly successful public-engagement and incentive-grant strategies. Scott was also responsible for the operation and expansion of the 20-station ambient monitoring network in the 250-mile-long San Joaquin Valley, as well as daily air pollution forecasts and burning determinations for agricultural operations and residential fireplaces. Over the course of his two-decade public-sector career, Scott crafted and negotiated numerous practical and effective emission control regulations, including EPA-approved rules for industrial, government, and agricultural sources. Scott held leadership roles in the California Air Pollution Control Officers Association and other statewide and regional working groups. Most recently, he served as Project Manager for the San Joaquin Valleywide Air Pollution Study Agency.
This move by Providence follows its recent projects in Northern California related to air quality research and planning focused on identifying innovative ozone control strategies, NOx flux quantification, and PM2.5 speciation - all of which are targeted towards enhancing and refining data related to the State Implementation Plans for California.
