PCL Announces Full Implementation of Textura Construction Payment Management Across Canada and the United States
Following a phased rollout PCL utilizes Construction Payment Management to automate subcontractor billing, collect lien waivers / statutory declarations, automate compliance and electronic payments on all construction projects.
EDMONTON, Alberta and CHICAGO, Feb. 24, 2011 /PRNewswire/ -- Textura Corporation, the leading provider of collaboration solutions for the construction industry, announced today that PCL, a group of independent construction companies which carry out diverse operations in the civil infrastructure, heavy industrial, and buildings markets and one of the largest contracting organizations in North America, is moving to achieve full implementation of Textura Construction Payment Management (CPM) on all their construction projects in Canada and the United States.
Glen Anderson, PCL VP Finance and Administration for Canadian Operations, said, "Textura's CPM application has demonstrated the benefits anticipated during the initial pilot and assessment process. Rollout across PCL was an easy decision quickly embraced by everyone in the organization as the word spread about the value that CPM delivers. The application not only streamlines the entire payment application process but also delivers a positive subcontractor experience."
"This was not a typical software implementation with a big bang cut over," continued Anderson. "It was a smooth transition over 12 months that was based on the needs of the business. We started using CPM on all new projects. Then we went through a thoughtful exercise with Textura to identify existing projects where it made sense to bring them up midstream on CPM. The result has been a controlled rollout that matched our priorities. We have achieved a point now where all construction projects in Canada and the US are moving towards being managed through CPM."
Patrick Allin, Textura CEO, stated, "PCL's commitment to Textura is evidenced by the hundreds of projects they now have on CPM. Our partnering helped ensure a successful implementation. PCL's leadership has been the key driver in our expansion into the Canadian market, not only with CPM but also with our other major application, Pre-Qualification Management (PQM). PCL currently has a PQM pilot underway in Toronto. It is helping us get more familiar with the pre-qualification needs of the Canadian market and will serve as the launch pad for PQM in Canada."
"PCL and Textura planned a phased implementation across both Canada and the US," stated Linda Mason, Assistant Manager, Operational Finance & Administration. "We selected a few of our larger districts in both countries to help us define a common process for each country. Once we fine tuned the process it was a simple step to implement it across all districts in both countries. Process standardization was an added benefit of using CPM beyond the efficiencies and risk reduction that are inherent in Textura's applications."
David Kelly, Textura VP of Services for the Western US and Canada, elaborated, "We customized a training curriculum that started with PCL Introductory Training and continued with Advanced Training sessions. We also provided a wide range of training options for PCL's subcontractors, including web-based training, on-line tutorials, direct telephone support and on-site classroom training. This was tailored based on each PCL office's perspective on how to best work with their subcontractor community."
Glen Anderson concluded, "The Textura Client Services team has been instrumental in expediting the North American adoption and implementation process. This was especially true in Canada where we were the first national GC to adopt this technology. They take full responsibility for training and support with the result of seamless adoption by our subcontractors. Textura continues to provide on-going support and training for our staff and subcontractors and the service level is outstanding."

Textura—CPM integrates all construction payment management process components – billing, lien waiver collection, statutory declaration collection, sub-tier waivers, compliance management, payments – into one seamless work flow. Textura—PQM automates the entire pre-qualification process for everyone by facilitating the electronic submission, review, approval and updating of all pre-qualification documents. PQM's online data management system speeds the pre-qualification process by allowing subcontractors to enter their information one-time into a database which can then produce tailored pre-qualification forms that provide specific information required by individual general contractors. PQM provides contractors with dramatic efficiency benefits and a foundation for better information and decision-making. PQM supports MWBE programs. Please visit our website at www.texturacorp.com.
