Tobacco Companies Spend $10 to Market Products for Every $1 California Spends on Prevention
WASHINGTON, Dec. 8, 2015 /PRNewswire-USNewswire/ -- California ranks 21st in the country in funding programs to prevent kids from smoking and help smokers quit, according to a national report released today by a coalition of public health organizations. California is spending $65.5 million this year on tobacco prevention and cessation programs, which is 18.8 percent of the $347.9 million recommended by the Centers for Disease Control and Prevention (CDC).
In contrast, tobacco companies spend an estimated $636.7 million to market their deadly and addictive products in California each year. That means tobacco companies spend $10 to promote tobacco use for every $1 California spends to prevent it. This gap is undermining efforts to save lives and health care dollars by reducing tobacco use, the No. 1 cause of preventable death in the United States, the report warns.

The report, titled "Broken Promises to Our Children: A State-by-State Look at the 1998 State Tobacco Settlement 17 Years Later," was released by the Campaign for Tobacco-Free Kids, American Heart Association, American Cancer Society Cancer Action Network, American Lung Association, the Robert Wood Johnson Foundation, Americans for Nonsmokers' Rights and Truth Initiative.
The report assesses whether the states have kept their promise to use a significant portion of their settlement funds – estimated to total $246 billion over the first 25 years – to fight tobacco use. The states also collect billions of dollars more each year from tobacco taxes.
California has long been a leader in the fight against tobacco but has fallen behind in recent years in implementing proven strategies to reduce tobacco use. While California this year slightly increased funding for tobacco prevention and cessation programs (from $58.9 to $65.5 million) it is still providing less than a fifth of what the CDC recommends. The state also has not increased its cigarette tax since 1999, leaving it with the 35th lowest state tax at 87 cents per pack, well below the state average of $1.61 per pack. The Save Lives California coalition has filed a ballot initiative that, if approved in 2016, would raise California's cigarette tax by $2 per pack and place equivalent taxes on other tobacco products.
The state Legislature recently considered – but did not act on – a package of tobacco control measures that could have saved thousands of lives and billions of dollars. The package included bills that would have raised the age of sale for tobacco products to 21; regulated e-cigarettes as tobacco products; made all California schools tobacco-free; and allowed local governments to tax tobacco.

Insufficient prevention funding makes it difficult for states to combat the pervasive marketing of Big Tobacco. Nationwide, tobacco companies spend $9.6 billion a year – more than one million dollars every hour – to market their products, according to the Federal Trade Commission.
