Garner died after repeatedly saying to the officer "I can't breathe." Apparently the problems in New York are of the most controversial throughout the country, according to Legal-Bay. An investigation led by the NY Daily News discovered that at least 179 people were killed by on-duty NYPD officers within the last 15 years. Of those deaths, only three have led to an indictment and only one on-duty officer who killed someone was convicted, however, he wasn't sentenced to jail time. News' analysis started "with the 1999 slaying of unarmed Amadou Diallo in a hail of bullets and ends with last month's shooting death of Akai Gurley, who police say was hit by a ricocheting bullet fired by a rookie cop in a darkened housing project stairwell in Brooklyn. Gurley was also unarmed." NY Daily News reported that among their investigation they discovered: 95% of those who were killed were men, approximately 27% of those who were killed were unarmed, 86% were black or Hispanic (where race was known), 88% were reported as crime suspects, 20% were emotionally disturbed, and 21 people were killed in 2012 (three of those included were killed by off-duty cops) which was the highest amount of deaths per year spanning the 15-year time frame. Conroy shot Zongo four times, and he was sentenced to five years of probation and 500 hours of community service. In the incident involving 22 year old African immigrant, Amadou Diallo, he was standing in his Bronx apartment building "when four anti-crime cops mistook him for a rape suspect." The police thought he was reaching for a gun when he went for his wallet; 41 bullets later, Diallo was dead. Other victims among those who have been killed are: Fermin Arzu, Mohamed Bah, Leonel Disla, Patrick Dorismond, Eddie Fernandez, Shereese Francis, Ramarley Graham, Kimani Gray, Ronald Herrera, Noel Polanco, Tamon Robinson, Timothy Stansbury, Jayson Tirado, and Shem Walker.
