It's likely that many employees may not be aware of the advantages FSAs offer, so the first step in increasing FSA enrollment is to relay to employees exactly how the plans work. Set up a meeting to demonstrate to employees how to estimate their eligible expenses for the upcoming year and how the money is deducted.
