Many people don't realize that September 12th-16th is National Telephone Discount Lifeline Awareness Week, or even know what Lifeline is, including those who do qualify. What is Lifeline? The federal Lifeline Program is an FCC program that was established in 1985 as part of the Universal Service Fund.
