UTC Adds Capitol Hill Strength to D.C. Team

WASHINGTON, Jan 17, 2017 /PRNewswire-USNewswire/ -- The Utilities Technology Council (UTC) today announced the addition of a new Vice President of Government Affairs for Policy and Cybersecurity. Sharla Artz joins the UTC executive team to lead UTC advocacy initiatives and represent UTC member interests at federal agencies, in Congress, with state commissions, and in a variety of industry bodies and public-private partnerships.

As the Vice President of Government Affairs, Ms. Artz will enhance the UTC team of experts who specialize in key industry topics and report to the President and CEO of UTC, Joy Ditto. "The SMEs we have on staff at  UTC, including Bob Lockhart, Brett Kilbourne and Bobbi Harris, have long and varied experience and now Sharla will join them and together, they will support our members like never before," said Ditto. Ms. Artz was formerly the director of Government Affairs at Schweitzer Engineering Laboratories, Inc. (SEL) where she established close working relationships with government officials, contributed knowledgeable insight for sound public policy decision making, and was an advocate on the role of technology in grid resilience. Prior to joining SEL in 2008, Ms. Artz was the vice president of legal and government affairs for Genscape, Inc., developing business relationships for the company with federal entities. Ms. Artz was the assistant general counsel for the National Association of Regulatory Utility Commissioners (NARUC), serving the 50 state utility commissioners on energy regulatory matters pending before the federal government. After receiving her juris doctor from Georgetown University Law Center, Ms. Artz spent four years on Capitol Hill, working on energy policy for a former member of the House Energy and Commerce Committee. Ms. Artz has a bachelor's degree in sociology and psychology from the University of Tulsa, Oklahoma.
