The trucking industry works closely with ATRA in promoting tort reforms at the federal and state levels through ATA's Insurance Task Force (ITF). Since its inception in 2002, the ITF has contributed to reforming the civil justice system through successful tort reform campaigns across the country. ATA's participation in ATRA, through the ITF, works to lower motor carriers' insurance costs. Tort reform is the best long-term method of keeping insurance costs at a reasonable level.
Pitcher has worked in ATA's State Laws Department for more than 20 years, serving the past six years as Vice President. He works at ATA's headquarters building in Arlington, Va., and resides in Northern Virginia. After receiving undergraduate and law degrees from The University of Chicago, he was admitted to the bar associations in Illinois and the District of Columbia. Pitcher is also Vice Chair of the Board of Directors of the Unified Carrier Registration Agreement, a position he was appointed to in 2006 by the U.S. Secretary of Transportation.
The American Trucking Associations is the largest national trade association for the trucking industry. Through a federation of other trucking groups, industry-related conferences, and its 50 affiliated state trucking associations, ATA represents more than 37,000 members covering every type of motor carrier in the United States.
