Russia Considers Adopting New Standards for its Data Center Industry

This year's DatacenterDynamics Converged Moscow event, Eastern Europe's largest event for the data center industry, explored both the adoption of Western "best standards" for designing and building data centers and the revision of existing regulations, some of which date back to 1979.
Now in its 5th year, DatacenterDynamics Converged Moscow has become the largest event for the data center industry in Eastern Europe. This year's speakers included Dmitry Satin from the Russian Federation Ministry for Communications and Mass Media. They also included Sergey Vinogradov from the Federal Tax Authority, Tony Day from Schneider Electric, Martin Caroll from CBRE Data Centers and Greg Sherry from BICSI.
According to Chris Drake from DCD Intelligence, who presented the latest results of DatacenterDynamics' Industry Census, Russia's data center sector saw the 5th highest rate of new "white space" growth in 2012 of all the countries covered in the Census. In addition, in 2012 Russia's sector saw the 3rd highest rate of investment growth. The strongest investment growth related to the deployment of IT optimization technologies.
Russia's new government-backed IT roadmap sets ambitious targets for the country. By 2018, the value of Russia's IT industry (based on exports of IT products and services) will have doubled to reach RUB280 billion (US$8.7 billion).
Panel discussions at DCD Converged Moscow revealed that data center operators identify a lack of industry standards as one of the factors which inhibit growth in the data center sector. Other factors include a shortage of skilled engineers and the absence of regulations for ensuring the security of enterprise data "in the Cloud". The latter is of particular concern to state enterprises which continue to be Russia's largest consumers of data center services.
Dmitry Satin from the Ministry of Communications and Mass Media initiated a debate on Factors that inhibit development of data center industry in Russia. Addressing the question of what needs to be changed, he suggested that the attention of regulators was required to identify and help to solve key issues.
Alexey Degtyarev from JSC Media Grus announced that a new industry association would be formed in order to facilitate the promotion of new industry standards in Russia. These would relate not only to the design and build aspects of the data center, but also to operations based on best practices in Russia and abroad.
