West, a partner with Pannone Lopes Devereaux & West LLC (PLDW) will present remarks at the 18th Annual North American Waste-to-Energy Conference (NAWTEC) Thursday, May 13 beginning at 9 a.m. His presentation is entitled "Successful Procurement of Emerging Waste to Energy Technologies." West, who leads the PLDW Municipal Infrastructure team, will provide an overview of the legal, technical, contracting and permitting issues associated with procurement of emerging solid waste technologies for municipalities. As lead attorney for the City of Taunton, MA for its procurement of a solid waste management public private partnership using conversion technology to create clean, renewable energy as a solution to decrease cost, eliminate waste and reduce the loss of open space for the Commonwealth, West has first-hand knowledge of the challenges and opportunities faced by decision-makers in this new frontier.

Conference attendees will learn about the requirements and end-to-end procedures of developing the RFP, incorporating business principles into the process, contract terms, and permitting issues – including site assignment, zoning, air permits, carbon credits and renewable energy credits. In addition, West will review revenue sharing models and the inherent economic benefits and potential jobs growth for host communities.
West is a national authority on public-private partnerships, water and wastewater law, solid waste management alternative energy projects and procurement law; and design-build-operate initiatives. He represents government agencies across the country in his practice area, including drafting legislation required for undertaking alternative procurements and design-build and design-build-operate projects.
