Cloutier is once again being called upon for his insight into the causes of the financial meltdown and collapse of banks across the country, including steps that are being taken — as well as those that should be taken — to prevent this type of crisis from happening again. As the chief executive of a well-capitalized community bank based in Lafayette, La. — one that did not take part in risky subprime lending and other questionable lending practices — Cloutier has become a leading spokesman for the Independent Community Bankers of America, an organization he once chaired.
Cloutier saw this financial disaster shaping up for many years and tried for a decade to hammer the point that regulators, in particular Federal Reserve Chairman Alan Greenspan, were complicit in the practices that allowed big banks to grow to the point where many believe they became too big to fail. His experiences prompted him to write the 2009 book, Big Bad Banks: How greed and ego among the big shots in banking and government created the crisis that wrecked our economy, and have led to regular speaking engagements before diverse groups ranging from bankers to nonprofits and community organizations to government entities.
In the past five months, Cloutier has traveled to various states across the country as a featured speaker at seven different banking events, most recently for the Community Bankers of Washington State. He also spoke at an Aug. 31 FDIC roundtable discussion in Washington, D.C., on the rulemaking process for implementing the Dodd-Frank Wall Street Reform and Consumer Protection Act, and in late July addressed the Independent Community Bankers of South Dakota.
On Oct. 22, Cloutier will be the keynote luncheon speaker at the United Bankers' Bank Convention in Bloomington, Minn.
