Hillard Heintze Welcomes Two Major City Police Chiefs to the Senior Leadership Council
Appointment of Thomas Streicher, Police Chief of Cincinnati and A.M. 'Jake' Jacocks, Jr., Retired Police Chief of Virginia Beach, Expands Council to Seven Senior Law Enforcement Leaders
CHICAGO, Sept. 1 /PRNewswire/ -- Today, Hillard Heintze, one of the leading strategic security advisory and management firms in the United States and an Inc. 500/5000 company, appointed two new members to its Senior Leadership Council: Thomas Streicher, Police Chief of Cincinnati, and A.M. "Jake" Jacocks, Jr., retired Police Chief of Virginia Beach.
The Hillard Heintze Senior Leadership Council supports the ability of mayors, police chiefs, sheriffs, city managers and council members as well as their executive decision-making teams across the U.S., North America and the world to identify, evaluate, prioritize and implement opportunities to enhance and improve strategies, operations and outcomes in policing and public safety. Appointed by Hillard Heintze partners and co-founders Terry G. Hillard and Arnette F. Heintze, members are select senior law enforcement executives with outstanding career-long records of leadership and achievement.
Since 1999, Tom Streicher has led the Cincinnati Police Department with distinction. During his tenure, the Department has been awarded a number of distinctions, including the ACLU Leadership Award (2000), the International Association of Chiefs of Police (IACP) Weber Seavey Award (2008) and the IACP West Award for Investigative Excellence (2009). With Streicher at the helm, Cincinnati has also been recognized by the U.S. Department of Justice for successfully meeting the requirements of a Memorandum of Agreement designed to improve aspects of policing including use-of-force procedures, use of canines, procedures dictating citizen complaint processing, training, inspection and police-community relations. Additionally, the Department has been recognized for successfully completing an historic Collaborative Agreement under the auspices of the United States Court for the Southern District of Ohio (Judge Susan Dlott) – the first law enforcement agency in the United States to do so.
Chief Jake Jacocks retired from his position as Chief of Police for Virginia Beach on July 1, 2010, where he was responsible for a nationally accredited police department, 816 sworn and 170 civilian personnel and an annual budget of $86 million as well as the safety and security of a resident population of 434,000 and nearly 3,000,000 visitors annually. Jacocks was Second Vice President of the Major Cities Chiefs Association and served on their Homeland Security and By-laws Committees. He was also a member of the Executive Board of the International Association of Chiefs of Police, the Executive Board of the Virginia Association of Chiefs of Police and the Commonwealth of Virginia's Criminal Justice Services Board, among other organizations.
"Chief Jacocks and Chief Streicher have established exceptional reputations in law enforcement over the years," says Terry Hillard, retired Superintendent of the Chicago Police Department. "They will bring a very strategic and practical perspective to the Council's mission and clients." Arnette Heintze, the firm's CEO, agrees. "These leaders have been recognized by many for results-oriented management teams, sustained commitments to diversity in hiring and promotion and unwavering commitments to ethics and integrity. We welcome them onto the Council."
With these appointments – and in addition to Cincinnati and Virginia Beach – the seven-member Council now includes retired major city police chiefs from Boston, Miami-Dade, and Chicago as well as the Chief Inspector of Ireland's Garda Siochana Inspectorate, a retired Colonel of the Illinois State Police and a retired United States Secret Service Special Agent in Charge.
