Harry Litman, Former U.S. Attorney, and Two New Lawyers Join Constantine Cannon's Whistleblower Practice
NEW YORK, Oct. 27, 2015 /PRNewswire/ -- Constantine Cannon LLP is pleased to welcome former United States Attorney Harry Litman and qui tam lawyers Rosie Dawn Griffin and Hallie Noecker to its expanding whistleblower practice. Mr. Litman joins the firm as Of Counsel, and Ms. Griffin and Ms. Noecker as staff attorneys. Janice Kelly also joins the firm as the law librarian. This team joins the firm's recent whistleblower lawyer additions and the opening of the San Francisco office. With 15 lawyers dedicated to the firm's whistleblower practice and more than 120 collective years of whistleblower experience, Constantine Cannon has one of the nation's largest and most experienced whistleblower law practice groups.
Harry Litman served as the United States Attorney for the Western District of Pennsylvania from 1998 to 2001. During his tenure, Litman oversaw litigation of all civil matters involving the federal government, as well as the prosecution of all federal crimes, while personally litigating cases in the trial court and court of appeals. Prior to joining Constantine Cannon, Litman was an attorney at whistleblower firm Phillips & Cohen, specializing in False Claims Act litigation. He separately maintained his own law practice, acting as lead counsel in several significant whistleblower cases and representing corporations and individuals in federal and state courts around the country, including two cases in the U.S. Supreme Court. Litman graduated from Berkeley Law School, where he was Editor-in-Chief of the California Law Review, and following law school, he clerked for two United States Supreme Court justices.

Harry Litman
Litman joins the firm as Of Counsel from Phillips & Cohen, where he was an attorney since 2001, while separately maintaining his own independent legal practice. He specializes in commercial litigation, the False Claims Act, constitutional law, regulatory law, and white-collar criminal defense. From 1998 to 2001, he served as the Presidentially-appointed United States Attorney for the Western District of Pennsylvania. He previously served in the Department of Justice as a Deputy Assistant Attorney General, Assistant United States Attorney, and Special Assistant United States Attorney. Litman also served as a law clerk to Supreme Court Justices Thurgood Marshall and Anthony Kennedy, and Judge Abner Mikva of the U.S. Court of Appeals for the D.C. Circuit.
Litman has taught at the Georgetown Law Center, Princeton University, Rutgers University School of Law, the University of Pittsburgh Law School and Berkeley Law School. He received his A.B. from Harvard University and his J.D. from the University of California, Berkeley.
Rosie Dawn Griffin
Griffin joins the Washington, D.C. office as a staff attorney. Previously, she worked as a Department of Justice Honors Program attorney with the Executive Office for Immigration Review in Hartford, Connecticut. Griffin earned her B.A., summa cum laude, from the University of Maine and her J.D., cum laude, from the George Washington University Law School.
Hallie Noecker
Noecker joins the San Francisco office as a staff attorney. She served as a judicial extern to California Supreme Court Justice Goodwin Liu. Noecker received her B.S. from University of Wisconsin-Madison and her J.D. from the University of California, Hastings College of the Law, graduating cum laude.
