Former CFO of National Science Foundation, Thomas Cooley, Joins Deloitte Federal Government Services
WASHINGTON, Feb. 22 /PRNewswire/ -- The former chief financial officer (CFO) of the National Science Foundation, Thomas Cooley, has joined Deloitte & Touche LLP to lead the federal grants management solutions business for Deloitte's federal practice.
Cooley brings more than 32 years of federal experience to Deloitte, most recently with the National Science Foundation where he served as CFO since March 2000. Under his leadership, the National Science Foundation earned 10 consecutive clean audit opinions and implemented a robust internal controls regime. Working with his counterparts in federal consulting, federal financial services and federal tax, Cooley will be responsible for integrating all grants management competencies across Deloitte's federal practice and functions leading its team of grants management practitioners.

Cooley was a member of the executive committee of the U.S. Chief Financial Officers Council and held several concurrent appointments within Office of Management and Budget (OMB) and councils and committees led by the Executive Office of the President (EOP). These included key groups charged with grants implementation, from cradle to grave, with particular attention to policy development to drive system implementation and review of the OMB Circulars governing nearly $550 billion of annual federal financial assistance awards.

Scantlebury Award and the Presidential Distinguished Rank Award.
