Donald Stockdale, former Deputy Bureau Chief and Bureau Chief Economist of the Federal Communications Commission's Wireline Competition Bureau, joins Bates White Economic Consulting
WASHINGTON, Dec. 18, 2013 /PRNewswire/ -- Bates White is pleased to announce that Dr. Donald Stockdale has joined the firm as a Partner in the Antitrust & Competition and the Communications & Media practices. Dr. Stockdale previously spent 17 years at the Federal Communications Commission (FCC) where he held numerous positions, culminating in his appointment as Deputy Chief and Chief Economist of the Wireline Competition Bureau.
During his time at the FCC, Dr. Stockdale played a central role in telecommunications policymaking and competition enforcement. He led the review of major wireline mergers and had leadership roles in the review of significant wireless, media, and satellite mergers. He also led the FCC's effort to reform intercarrier compensation in 2008. Dr. Stockdale helped to develop much of the Commission's current approach to market definition, merger analysis, and analysis of competition and market power. In addition, he frequently served as the Commission's expert advising international telecommunications regulators on local competition, pricing, universal service, mergers, and other antitrust topics.

Prior to joining Bates White, Dr. Stockdale was a partner at Mayer Brown LLP, where he represented clients in antitrust and telecommunications regulatory matters. Earlier in his career, he was an attorney at Simpson Thacher & Bartlett LLP, where he specialized in US and European antitrust law. Following that, he was an Assistant Professor at the Robert H. Smith School of Business, where he taught Business and Public Policy and Advanced Business Law. Dr. Stockdale received a JD and a PhD degree in Economics from Yale University, and BA degrees from King's College, Cambridge University and Yale College.
Dr. Stockdale is active in both the ABA's Antitrust Section, where he is the Vice Chair of the Economics Committee, and the Federal Communications Bar Association, where he is co-chair of the Transactional Practice Committee.
