Diebold to Study NOAA's Identity, Credential and Access Management Systems
Project to address architecture of physical and logical access control systems in accordance with new ICAM guidelines
NORTH CANTON, Ohio, Feb. 23 /PRNewswire-FirstCall/ -- The National Oceanic and Atmospheric Administration (NOAA) and Diebold, Incorporated (NYSE: DBD) are working together to set the groundwork for streamlining identity, credential and access management (ICAM) across the agency's entire enterprise. The effort aligns with a developing government-wide ICAM initiative to ensure the interoperability of solutions for physical access control (PACS) and logical access control systems (LACS) across all federal agencies. As part of the effort, Diebold will address NOAA's Physical Security Segment Architecture requirements using governmental ICAM guidelines. This initiative will help NOAA develop a viable solution for managing universal identities and access to federal facilities and systems.

NOAA awarded a contract to Diebold to complete a study that will assess the organization's existing PACS and determine the most efficient and economic means of implementing interoperable physical access across all of NOAA's facilities. Diebold will first evaluate NOAA's current architecture at more than 400 facilities. After creating an as-is architecture, Diebold will design a target architecture that will leverage NOAA's information technology (IT) infrastructure to create a secure, interoperable enterprise. Once completed, Diebold will conduct a gap analysis to determine which PACS need to be replaced and/or upgraded. Finally, Diebold will provide NOAA with a migration strategy, which will include a timeline for implementation.
The ICAM road map and implementation guidance provides the federal government a consistent approach for managing the vetting and credentialing of individuals who require access to federal information systems and facilities. Its goal is to improve security and efficiency by providing a universal credential for accessing numerous systems and facilities both within a particular agency and at other agencies. Managing fewer credentials government-wide will close security gaps that can lead to identity theft, reduce the potential for unauthorized access to government facilities, streamline the provisioning process, and minimize administrative redundancies by eliminating disparate documentation and procedures.
NOAA took a proactive step toward implementing the attributes of the ICAM roadmap by initiating the PACS study before guidance documents were finalized. Once completed, Diebold's analysis of NOAA's PACS architecture may serve as a case study for other government agencies to conform to the new ICAM methodology. NOAA is made up of several suborganizations, known as line offices, including the National Weather Service, National Ocean Service and National Marine Fisheries Service. The framework followed for the NOAA study may serve as a template for other agencies that oversee a number of suborganizations with numerous sites and hundreds of disparate PACS solutions.
