WASHINGTON, June 7, 2016 /PRNewswire/ -- Deloitte University Press today released "Delivering on digital: the innovators and technologies that are transforming government," a new book by William D. Eggers, director of public sector research at Deloitte Services LP. The book explores how a new generation of digital innovators are using tools such as cloud computing, mobile devices and analytics to reform and modernize long-standing processes within government. It also explores how these digital innovators are overcoming barriers such as legacy systems, silos, embedded cultural norms, procurement limitations, workforce deficits, limited funding, competing priorities and cybersecurity risks.
"Delivering on Digital" examines the journey to digital transformation in three parts:

- Estonia, one of the world's most digitized governments, where citizens can file taxes or register a new company online in minutes, and every citizen and business has a unique online identity meaning they never have to fill out the same information twice when interacting with government
- New South Wales, Australia, which is redesigning its child welfare system by focusing on the user experience of the caseworker using ChildStory, a system that allows caseworkers to swiftly and easily track a child's relationships and support networks
- Barcelona, Spain, which equipped lampposts with fiber-optic cables and Wi-Fi so they could double as telecommunications towers capable of monitoring crowds, noise, weather and traffic
