ChinaSoft International and Alibaba Cloud to Build Pilot Smart Government Services Cloud for Zhejiang
HONG KONG and BEIJING, Aug. 20, 2013 /PRNewswire/ -- ChinaSoft International Limited ("ChinaSoft" or "the Company") (SEHK:354), announced that it has signed strategic agreement with Aliyun Cloud Computing Limited ("Alibaba Cloud": a subsidiary of Alibaba Group) and Lishui municipal government of Zhejiang province ("Lishui municipal government") on the Smart Government Services Cloud Pilot Project for Zhejiang province.
Lishui's Smart Government Services Cloud is one of the 13 "smart city" pilot projects in Zhejiang province. It is designed to use cloud computing in the e-government public platform and also to provide a cloud services platform to support numerous third-party services. The project has won high recognition from the provincial government, and will be expected to be promoted throughout the province in the e-government field.
As the project's cloud computing service provider, Alibaba Cloud will be responsible for the construction, operation and maintenance of the smart government services cloud platform. ChinaSoft, as the project's cloud integrator, will undertake the consulting, planning, research, design and implementation work, deploying the cloud migration of the existing government services applications to the new cloud platform. Based on Alibaba's cloud computing platform, ChinaSoft will also provide independently owned intellectual property product "ResourceOne Cloud" ("R1 Cloud") middleware to the Lishui municipal government's subsequent cloud applications. ChinaSoft will be responsible for the overall planning, development and operations for the Lishui smart government services cloud applications.
Lishui project furthers the technical cooperation between Alibaba Cloud and ChinaSoft, following the two companies' strategic cooperation last year, and this time covers all three main layers of cloud services – IaaS (Infrastructure-as-a-Service), PaaS (Platform-as-a-Service) and SaaS (Software-as-a-Service). This represents a major step in domestic cloud solutions by both Alibaba Cloud and Chinasoft in the e-government field, and both parties will continue their efforts in PaaS, and will jointly develop more large-scale government cloud applications, including those involving citizen's daily lives, which is a recent policy emphasis. By leveraging ChinaSoft's PSG group's extensive experience in large-scale government projects and also its clear understanding of government customers' needs, ChinaSoft is in the process of transforming from a traditional services provider to a cloud services provider in the e-government business, and is continuing to implement its strategic initiatives.
ChinaSoft strongly believes that all over the world the IT services business model is changing due to the evolution of information technologies like cloud computing, social networking, mobile communications and big data analytics. As part of its growth strategy set in 2011, ChinaSoft embraced the Professional, Outsourcing and Emerging (POE) structure. The Company will pursue growth in its traditional IT professional consulting & solutions business (P) and outsourcing business (O) while pushing into innovative and emerging technologies (E) such as cloud computing and mobile communications. The Company believes that this transformation is in alignment with the strategies of its customers such as Alibaba, China Mobile, Huawei and Microsoft. For ChinaSoft, the partnership with Alibaba Cloud is an important step forward in its strategic expansion into innovative and emerging Cloud technology.
