Access Systems, Inc. Announces Team to Support TEIS III Contract
RESTON, Va., Nov. 8, 2010 /PRNewswire/ -- Access Systems, Inc. (ACCESS), an information technology solutions provider, today announced it responded to the U.S. Army Total Engineering and Integration Services III (TEIS III) solicitation, issued on September 9, 2010. To best serve the Army and exceed the requirements set forth in the TEIS III request for proposal, ACCESS assembled the "ACCESS TEIS III Team," a powerhouse of top providers in information systems engineering and analysis, systems integration and IT systems and network support. Members of the ACCESS TEIS III Team currently support the United States Army Information Systems Engineering Command (USAISEC) located in Ft. Huachuca. The team includes five Top 100 government and Army contractors and provides the Army with 50,000 personnel worldwide and 300 personnel in Ft. Huachuca alone.
TEIS III, the follow-on vehicle to the current TEIS II, is an indefinite-delivery/indefinite-quantity (ID/IQ) contract with an estimated worth of more than $890 million over a five-year period. The announcement of up to five awards is expected prior to year-end 2010. The Army's Communications-Electronics Command (CECOM) contracting office in Sierra Vista, AZ, will oversee the work. The ACCESS TEIS III Team is a strategic partnership of more than 20 companies. The team's large and well-known businesses currently provide USAISEC with systems engineering and civil engineering solutions and include DRS Defense Solutions; IronBow; L-3 Communications; TeleCommunications Systems; URS Corp. and VSE Corp./G&B Solutions.
The team's mid-size and small businesses have specialized Army expertise and intimately know USAISEC's mission. These companies provide the Army with IT and logistics work in remote locations and hostile territories, including Afghanistan, Iraq and Kuwait. Representing small businesses on the ACCESS TEIS III Team are AITC, Inc.; Alutiiq LLC; ISIS; and ICE -- all located in Sierra Vista, AZ; as well as Blue Canopy; Celestech; Crystal Management LLC; D3M LLC; EPS; Foxhole Technology; GPI; InovaTech, Inc.; MCS; NJVC; OnPoint; TAMI; and TARVOS.

Specifically, ACCESS provides certifications of ISO 9001:2008 and, upon award, will be one of only four companies in the world--and the only TEIS III prime contractor--to have achieved the new CMMI-SVC level three rating for service system development.
According to David Gardner, this new CMMI rating recognizes superior management best practices in IT services providers and will more effectively and efficiently enable the USAISEC mission because the ACCESS program management team can rapidly adjust program management plans, resource allocations, schedule, and delivery based upon ever-changing user requirements. Given recent announcements to cut DoD budgets, the flexibility to quickly anticipate and address program change will be key to maintaining and expanding support to USAISEC and the warfighter," says Gardner. Also, maintaining a flat rather than traditional hierarchical Team organizational structure will allow the ACCESS Sierra Vista-based program management team to greatly leverage all ACCESS TEIS III Team members to ensure USAISEC receives rapid support response and superior performance for the demands of the TEIS III contract. These capabilities will give the Army an unmatched level of confidence in the ACCESS TEIS III Team to support USAISEC in executing the wide-scope of TEIS III requirements, especially large scale programs such as network engineering services, which ACCESS currently provides for the entire FBI, amongst other agencies.
